“…you have a storm warning.”: Dumbing Down the U.S. of A., June 2017

Disappearing Students Syndrome (DSS): A phrase created by me to describe a phenomenon taking place across the United States, affecting both privately and publicly funded schools, from Kindergarten all the way through University levels.

Incomplete list of publicly announced education related layoffs & school shutdowns, June 2017:

Arkansas: God powerless to stop the shutdown of ‘his’  Ambassadors for Christ Academy in Bentonville.  Local news media said no official reason was made public, but that enrollment at the K thru 12 school had crashed from hundreds of students to just 95 students!  (The Rapture anybody?)

California:  Job killing Los Angeles School District about to kill-off an additional 120+ jobs! Plus 180 positions would be ‘reassigned’ and almost everybody will get reduced pay.  It’s blamed on what I call Disappearing Students Syndrome.

Florida: After 99 years Jones College suddenly shutdown due to “loss of ACICS accreditation”.  The pinko commie leaders of Orlando denied factual U.S. history by tearing down a Civil War statue called Johnny Reb.

Illinois: City Colleges eliminating 120 jobs due to the fact that Illinois is a true Failed State!  God powerless to stop the shutdown of ‘his’ 55 years old sexist ‘girls only’ Queen of Peace High School in Burbank.

Kansas: The after school service known as Labette County Boys and Girls Club shutting down: “Unfortunately, we must cease our operations. Recent changes in the Boys & Girls Clubs of America have made it impossible for us to gain the charter we have been working diligently toward for the last several years.”

Maryland: Baltimore City Public Schools notified 115 people they will soon be unemployed!  Barnes & Nobel bookseller shutdown its store in Towson.

Massachusetts: The mayor of Leominster wants to cut next year’s estimated school funding by $5.6-million USD, which of course means mass layoffs.  God powerless to stop ‘his’ 66 years old Saint Anthony School from total shutdown due to The Rapture: “The numbers of enrolled students simply cannot support the financial responsibilities that would be necessary to operate and provide a quality education…”-Reverend Leo-Paul LeBlanc

Minnesota: Saint Paul Public Schools eliminating 11 jobs due to what I call DSS which leads to crashing taxpayer funding.  After 27 years St. Croix Antiquarian Booksellers shutting down in July, so the owner can retire: “It helped me put six kids through college.  But it’s a tough business, especially in this day and age.”-Gary Goodman

Nebraska: God powerless to stop ‘his’ Boys Town based Boys Town from shutting down after-school ops in the states of California, New York and Texas: “California, New York and Texas are attempting to reform their child welfare system and are doing so in ways that makes it difficult to provide quality, family-style care of the type Boys Town has built a long history of providing.”

New York: The number of 8th graders failing the Common Core math test went from 14-thousand in 2012 to 44-thousand-483 with the most recent results! David Rubel, education consultant, sounded an alarm saying “I think you have a storm warning.”  However, Bob Schaeffer of FairTest pointed out that “Cutoff scores have been manipulated to produce politically desirable results in many jurisdictions.”   Stepping Stones Learning Center suddenly shutdown, affecting 5-hundred families!  The Empire State says the child care center violated numerous state regulations, plus the company that operates it is financially broke.  God powerless to stop ‘his’ Nebraska based Boys Town from shutting down six Father Flanagan’s Boys Homes, 92 jobs gone by September.  God powerless to stop ‘his’ College of New Rochelle from suddenly laying off 32 people, in an attempt “to achieve financial stability.”  God powerless to stop the shutdown of ‘his’ Saint Joseph’s School in Kingston due to The Rapture, I mean DSS: “St. Joseph’s has seen a decline in enrollment in recent years which has presented considerable operational challenges to maintaining the school.”-Archdiocese Superintendent of Schools Timothy McNiff

Ohio: Akron Board of Education will shutdown three schools, eliminating 93 jobs in an attempt to be “fiscally responsible”.   Wright State University eliminating 52 jobs as part of efforts to reduce the budget by $31-million.

Oregon: The Roseburg Library shutdown on the last day of May. Nearly all of Douglas County’s libraries now closed due to cash strapped taxpayers rejecting yet another tax-levy to fund the library system.

Pennsylvania:  After 15 years Black and Nobel shutting down due to lack of sales, the owner is trying to crowd-source $250-thousand USD to keep the bookstore open.  Philadelphia Schools threatening to eliminate 3-thousand-8-hundred jobs, unless taxpayers are willing to pay an additional 16% tax on top of what they already pay!  Isn’t that blackmail?  That which cannot be named powerless to stop ‘its’ seven years old National Museum of American Jewish History from suddenly laying off 18 people.  Vacant positions will not be filled, expected pay raises have been cancelled and some employees will have their pay reduced due to crashing attendance and memberships.

Texas: The San Antonio Museum of Art suddenly laid off 11 people, blaming it on unexpected building repairs.   It was revealed that Austin based for-profit electronic-education company Civitas Learning suddenly laid off 10% of its employees, back in May!

Virginia: Privately run living history museum Colonial Williamsburg continues to kill jobs, this time 71 people will become unemployed and 262 positions will be outsourced!   God powerless to stop ‘his’ 45 years old Alliance Christian Academy from sudden shutdown: “The reality is that the church is defining its mission and strategy for the future. Moving forward, the church is simply going to be focusing on its role as a church and not staffing and supporting a school.”-Glenn Reynolds, attorney

Incomplete list of U.S. Mining/Industrial/Logistics job loss/shutdown announcements made in April 2017.

 California:  Solar panel installer HelioPower now chapter 11 bankrupt busted saying revenues are not enough to make the company’s debt payments.  CEVA Logistics issued a layoff WARN for its Mira Loma ops, 99 jobs gone by the end of June.  ‘Third party’ logistics company Railex issued a shutdown WARN for its Delano ops, 79 jobs lost by the end of June.  Oil industry supplier Mastec North America issued a shutdown WARN for Hayward, 109 jobs lost by June! First Transit issued shutdown WARNs for its Oceanside and Pomona ops, more than 9-hundred jobs affected! In Oxnard, Arcturus Manufacturing shutting down, 32 jobs gone by September.   Boeing issued yet more layoff WARNs, this time 66 jobs lost in June.  Nelco Products issued a layoff WARN for its Fullerton operations, 62 jobs lost in June.   The new owners of packaging company New-Indy TriPAQ issued layoff and shutdown WARNs, 68 jobs lost in June.  What construction industry recovery?  Flooring maker/seller Galleher shutting down its La Mirada ops, 32 jobs lost in June.  Clothing maker/seller St. John Knits eliminating 130 factory jobs in Irvine, by the end of June!

Florida: Jacksonville based railroad company CSX continues job killing, this time at least 2-hundred jobs being eliminated!  According to local news reports this is in addition to the approximate 1-thousand job cuts announced in February!  Local news media pointed out that CSX administrators were giving out conflicting statements about the new layoffs, making them sound like they were part of the February announcement even though they also said those February job cuts were concluded in March.  L-3 Crestview Aerospace laid off 130 people!  The builder of aircraft interiors has been losing civilian and military contracts since 2007.

Illinois: In Galatia, American Coal Company suddenly laid off approximately 3-hundred people due to “adverse mining conditions” at its New Future Mine!   What automotive industry recovery?  Caterpillar shutting down its factory in Aurora, 8-hundred jobs lost by the end of 2018!

Iowa: What automotive industry recovery?  Polaris shutting down its factory in Milford, 275 jobs lost by the end of the year due to consolidation of vehicle construction.   Owner Revolution- Plastic Professionals issued a mass layoff WARN, 207 jobs gone by the end of June!

Michigan: In Livonia, 3-D printed industrial parts maker Moog-Linear AMS issued a layoff WARN, 40 jobs gone starting in June due to operations being moved out-of-state.

Montana: Warren Buffet owned rail company BNSF eliminating 55 jobs in Glendive.  It’s blamed on crashing use of trains by the oil and coal industries.

New Jersey:  In Wayne, Retail Logistics issued a WARN, 68 jobs gone by mid-June.  What construction industry recovery? Window glass maker Pochet of America issued a shutdown WARN for Wayne, 30 jobs lost by the end of June.

New York:  Auburn Armature issued a shutdown WARN for all its ops in The Empire State, more than 118 jobs gone by August due to the operations being sold-off!  Carthage Specialty Paperboard furloughed 60 people for at least a week.  Local news media say the company is behind on debt payments, and the company is refusing to answer questions from the employee’s union about possible plant shutdown.  In Brooklyn, tile and building products company Soho Studio issued a shutdown WARN, 56 jobs lost in July due to operations being moved to New Jersey.

North Carolina: Parkdale Mills shutting down its underwear factory in Williamston, 95 jobs lost in June.

Ohio: What automotive industry recovery?  ConForm Automotives issued a layoff WARN, 49 jobs gone in June “Due to a large loss of business….”

Pennsylvania:  What automotive industry recovery?  Harley-Davidson issued a layoff WARN, 118 people in Springettsbury Township will become unemployed by the end of July!  Air Products let go another 11 employees, local news media reported that at one time the factory in Hanover Township once employed 2-hundred people, but is down to just 75. It’s blamed on crashing orders for  liquefied natural gas heat exchangers.  DME Company issued a WARN for its Youngwood ops, 61 jobs gone by June.

Tennessee: What automotive industry recovery?  Alternator and electric motor maker Leroy-Somer issued a layoff WARN, 63 jobs gone by June.  It’s blamed on crashing orders from Caterpillar.

Washington:  Boeing issued layoff WARNs totaling 429 jobs!  ‘Third party’ logistics company Railex issued a shutdown WARN for its Burbank ops, 88 jobs lost by the end of June.

Wisconsin: Broadwind Energy laying off an undisclosed number of people at its ops in Manitowoc, saying “a temporary pause in the market and orders in the Midwest” forced them to shutdown two weekend shifts.  Acoustic and emission tech maker Babcock and Wilcox Universal issued a layoff WARN, 55 jobs lost by June.  Graymont shutting down its lime kiln in Green Bay, 23 jobs lost in June due to the “continuing soft market”.   Athletic apparel maker JanSport shutting down its factory in Appleton, 380 jobs lost due to the selling of JanSport’s licensed sports group business to a competitor!

In June of 2016, Erin Smith became not only Idaho National Guard’s first ever M1 tanker (MOS 19K), but the first ever female tanker in U.S. history!  One year later (30 JUN 2017) Master Sergeant Erin Smith, along with her daughter, and two other people, died in a house fire at the Tamarack Resort in Valley County, Idaho.

The resort ‘cabin’ was being used by three National Guard personnel;  James Harper the Third, Erin Smith and her husband William Smith.  James Harper brought his son and the Smith’s brought their daughter on pre-4th of July weekend vacation.

Investigators say the house was fully engulfed when firefighters arrived, they suspect a propane (aka Tricarbane, a type of LNG) fueled fireplace is the origin of the blaze.  William Smith was the only one to survive.

Alaska: Anchorage School District eliminating 225 jobs due to state budget problems caused by the oil industry BS.

Alabama: God’s Our Lady of Fatima Catholic School warning of shutdown due to funding problems caused by The Rapture, I mean declining enrollments.

California: God powerless to stop the shutdown of ‘his’ 66 years old Saint John’s Episcopal School, due to The Rapture, I mean Disappearing Students Syndrome.

Delaware:  Colonial School District eliminating 134 jobs due to state taxpayer funding cuts!

Florida:  University of Miami Hospital is shifting focus to outpatient care and will eliminate jobs as a result.  In Tallahassee, after only nine years Imagine School at Evening Rose shutdown due to many factors, including what I call DSS.  In Hillsborough County a part-time high school teacher charged with leaving his own two children home alone for more than 24 hours.  The situation was discovered by police who responded to a ‘panic alarm’ tripped by the nine years old.  The part time high school teacher said he was attending a meeting relating to his second job.

Illinois: Northeastern Illinois University laid off 180 people due to state budget impasse!

Kentucky: Jefferson County Public Schools eliminating 142 jobs!  Administrators revealed that most of the jobs were ‘make work’ jobs created by taxpayer funded grants, in other words the number of students don’t justify all the employees and since the grants are ending so are the jobs.

 Louisiana: Livingston Parish warning that it might not be able to rebuild three schools damaged during the August 2016 natural disaster.  The problem is that the school district was already struggling with crashing enrollments, the August flooding might be the straw that breaks their back.   In New Orleans, after 53 years the Maple Street Book Shop shutdown, for the second time saying “We’re not sure what we’ll do next, but we’ll always keep fighting the stupids. We hope that you will too.”

Maryland: Baltimore City Public Schools proposing to eliminate 3-hundred jobs, instead of their original 1-thousand proposed layoffs! Despite additional taxpayer funding the school district is still short $30-million USD.

Massachusetts: The Brockton School Department notified 344 people of layoffs due to the way politicians changed the taxpayer funding formula for schools: “This is very troubling, the worst I’ve ever seen it!”-Aldo Petronio, Brockton budget chief

Missouri:   Saint Louis University School of Medicine suddenly eliminated 21 jobs by shutting down its Center for World Health and Medicine, due to a budget deficit of $16-million USD.  Lincoln University eliminating 48 jobs and reducing pay for everybody else, due to a $3.8-million USD deficit.  University of Columbia-Missouri eliminating 4-hundred jobs due to continuing enrollment crash!

Nebraska: God powerless to stop ‘his’ Creighton University from laying off 60 people.  Administrators blamed competition with other universities for The Rapture of students.   Anybody who’s been following my Dumbing Down reports knows that’s a bogus reason because most U.S. universities are dealing with crashing enrollments.

New Jersey: Ten school districts warning of mass layoffs for the 2017-18 school year, for lack of taxpayer funding. Paterson School District notified 85 people of layoffs. Camden School District eliminating 121 jobs due to economic and job performance problems!  Lakewood High School laid off 140 people, blaming taxpayer funding problems!  Penns Grove eliminating 53 jobs by outsourcing them to a cheapo contractor.

New Mexico: For-profit Santa Fe University of Art and Design shutting down in Spring 2018, due to crashing enrollments and a failed attempt to sell the university to a Singapore company.

New York: God powerless to stop the shutdown of ‘his’ 133 years old Immaculate Conception School saying “Enrollment is at a historic low and the increased financial strain on both the school and parish is insurmountable.”  Mill Neck Manor Early Childhood Center issued a shutdown WARN for its school for the deaf, 34 jobs gone in August.

North Carolina: Warren Wilson College eliminating 30 jobs and reducing work hours for some remaining positions.  It was revealed that last year employees had their pay reduced.  It’s blamed on crashing enrollment and skyrocketing operating costs.

Ohio: Wright State University eliminating 70 jobs and closing 1-hundred vacant positions in an effort to reduce costs.

Pennsylvania: God powerless to stop the consolidation of ‘his’ North Hills Catholic schools, which will result in at least 36 teachers becoming unemployed. 

Puerto Rico: 184 taxpayer funded schools shutting down due to the ongoing insolvency, more than 3-thousand jobs lost and 27-thousand students affected!

Rhode Island: Warwick Public Schools laying off 31 teachers in June as the school district does not foresee getting the necessary local taxpayer funding.

Texas: In El Paso, god powerless to stop the shutdown of ‘his’ 60 years old Our Lady of Assumption school: “Those associated with the school have been aware of the decline in enrollment the school has experienced in recent years, going from 134 in the 2012-13 school year to the present 83. There simply are not as many children in that part of the city as there once was.”-Bishop Mark J. Seitz

Virginia:  In Lynchburg, god powerless to stop the sudden shutdown of ‘his’ almost 60 years old Quaker Memorial Preschool due to The Rapture, I mean DSS.

Wyoming: University of Wyoming suddenly eliminated 37 jobs as part of a plan that includes freezing 3-hundred vacant positions and offering employees buyouts (bribes to voluntarily quit).

Discount broker and T-Mobile partner Loyal3 suddenly announced it will shutdown in May!

Arkansas:  Bentonville based Walmart laid off hundreds more corporate employees, including 3-hundred Information System Division employees!  It’s part of Walmart’s plan to improve its lagging e-commerce sales.

California: Despite reporting a record breaking quarter NerdWallet laid off more than 40 people.  It’s part of NerdWallet’s plan to shift focus on different services and to consolidate operations.  After 11 years Palo Cedro Printing shutdown.  It sounds like the operator was forced out by the landlord saying “I am still in the printing business, but I am closing the store front. I will not have a location for walk in customers until I find a new space.”  In North Highlands, Advanced Call Center Technologies eliminating 135 call center jobs by the end of May!  Google suddenly laid off 104 satellite mapping employees and refuses to say why!   Reports that China based ‘smart’phone maker LeEco has eliminated hundreds of California jobs and more layoffs are planned!  Former employees told local news media that they’re still waiting for their final paychecks!  In Irvine, software company Cylance laid off an undisclosed number of employees due to restructuring.  In Santa Clara, Marvell Semiconductor laying off 13 people in June.  Online marketplace Zazzle issued a shutdown WARN for its San Jose ops, 117 jobs gone by June!  Vishay Siliconix issued a layoff WARN for Santa Clara, 71 jobs gone by the end of June. NDC Technologies shutting down its Irwindale ops, 42 jobs gone by July.  Texas Instruments issued a layoff WARN for its Santa Clara ops, 78 jobs gone by mid-June.  In Fullerton, Nelco Products laying off 62 people by mid-June. In Westlake Village, NCR laying off 76 people by the end of June.  3D Instruments issued a shutdown WARN for its Anaheim ops, 59 jobs gone by the end of June.  In San Jose, Nimble Storage finally notified the state that it laid off 67 people back in February.

Colorado: Greenwood Village based Ciber is now bankrupt busted and being sold-off to a French company. Georgia based payment processor TSYS (Total SYstem Services)  shutting down its operations in Golden, in an effort to “focus to our business model.”

Connecticut: Bristol based ESPN laid off about 1-hundred people, saying the layoffs were planned awhile ago due to “Dynamic change demands”!

Idaho: Georgia based payment processor TSYS (Total SYstem Services) laying off 64 people as it shuts down its operations in Boise, in an effort to “focus to our business model.”  Also in Boise, Marvell Semiconductor laying off 23 people in June.

Illinois: More layoffs for Chicago based Groupon, this time 1-hundred people were suddenly let go!  Apparently it’s part of Groupon’s plan to kill 1-thousand jobs and halt operations in seven countries.

Indiana: Outsourcing company StarTek laying off 207 ‘customer care’ employees in June, no reason given!

Nebraska: Warren Buffett owned BH Media Group suddenly laid off 289 people and closed 108 vacant newspaper jobs!  But don’t blame competition with digital media, CEO Terry Kroeger revealed that even digital media is losing money saying “our digital revenue is not growing fast enough”.

New Jersey: Gannett Satellite Information Network issued a WARN for its operations in Freehold, 213 jobs gone by June!

New York: Online magazine Elite Daily issued a shutdown WARN, at least 47 jobs lost due to the sale of the internet business.

North Carolina: LED light bulb maker Cree laid off 70 people “in response to current business conditions.”  Centerline Digital laid off 20% of its employees.  Upset former employees revealed on internet sites that at least 25% of employees voluntarily quit every year, due to mismanagement.  However, Centerline Digital administrators say the 20% layoff is due to its largest client conducting a “market transformation”.  Winston-Salem Journal suddenly laid off 14 people due to crashing revenues.  News & Record suddenly laid off 36 people “in response to market changes.”

Pennsylvania: Condulent laying off 149 call center employees in Moosic by the end of May!  Local news media said employees were ordered not to talk to local news media.

Texas:  Tax sucking General Dynamics shutting down its Lacy Lakeview ObamaCare sign-up call center, 840 jobs lost by the end of May!  It’s blamed on the lack of people signing up for  ObamaCare (ACA).

Virginia: Richmond-Times Dispatch suddenly laid off 33 people, announcing the company must restructure due to crashing revenues.

In the ‘right-wing’-conservative-Christian-oil-rich state of Texas the United States Army has been deployed on an economic mission in an area known as Colonias.

It’s a joint operation with Texas A&M University known as Colonias Innovative Readiness Training.  Not only are infrastructure problems being dealt with, but, and despite the advent of ObamaCare (ACA), free medical clinics are held for Texas who still don’t have ObamaCare mandated health insurance!

But this isn’t the first time the U.S. Army has been called in to help supposedly fiercely independent Texans. In 2016, a free clinic in Rio Grande Valley was swamped by people who are not benefiting from ObamaCare.

The United States Air Force has inadvertently revealed the biggest threat to their taxpayer burdening billion and trillion dollar weapon systems; radical weather!

U.S. Retail Death Spiral: 218% spike in shutdowns since last year!

According to retail analyst Fung Global Retail & Technology, in the first half of 2017 there’s been a 218% spike in store shutdowns compared to the first half of 2016!

The death of Radio Shack is the main culprit, but the overwhelming majority of retail shutdowns are clothing/apparel accessory operations.

I’ve already pointed out that the retail industry’s death spiral began under the Obama regime (Obama Legacy: U.S. Apparel industry Death-Spiral “I have no clue. There have been announcements of plans to open new stores in the United States, but they don’t even come close to making up for the shutdowns (many having already taken place).

2017 is well on its way to being the second highest year for shutdowns, 2008 holding the record for number one.  But the way things are going, with so many surprises for industry ‘expert’ analysts who keep getting it wrong, 2017 could take the number one spot for shutdowns.

Already I’ve seen main stream news media reacting to the data from   Fung Global Retail & Technology by blaming the internet.  I’ve pointed out many times that online shopping is way down as well, and that most of the businesses that are shutting down operations, going bankrupt or dying altogether, also sell online.

Case in point: Clothing seller Bebe (which sold on the internet) halted online sales ever since it went bankrupt.  Now there’s word that China (Hong Kong, a former British empire colony) based Global Brands Group will soon begin selling Bebe brand clothing online.

Then there’s this amazing fact:  Karen Edwards, instructor at University of South Carolina’s College of Hospitality Retailing and Sport Management, stated to local news media that internet sales make up only 10%-15% of all U.S. retail sales!

Russia pounds U.S. backed insurgents in Syria!

Without warning to U.S.-NATO ‘coalition partners’ the Russian navy and air force hit multiple insurgent logistical positions inside Hama Governorate, Syria.

Two Russian frigates and a submarine launched a total of six cruise missiles at what were believed to be ammo depots and command posts used by insurgents. Russian aircraft targeted insurgent personnel.

Russian military officials say they are now conducting 24 hours monitoring of all insurgent activities in Syria.  Russia also says co-operation with U.S. is now suspended and all ‘suspect’ aircraft over Syrian territory west of the Euphrates River will be targeted.

The Russian airstrikes come less than a day after U.S./European/Saudi/Israeli backed insurgents launched attacks across Syria, including an attack on the Al Sharq Private Hospital in Al Kashef district of Daraa city:

Dozens of civilians were killed or wounded by insurgent mortar attacks in Daraa and Hasaka governorates.  This included mortar attacks which originated in the NATO member country of Turkey.

In al Rawiya village, in Hasaka Governorate, a mortar round fired from Turkey exploded and wounded two women and a girl.

And in another front of the ‘western’ backed war against Syria, yet another batch of cheap ‘meth’ type drugs were captured as they were smuggled in to supply western backed insurgents.

Obama Legacy: Illinois now an “exceptional” failed state, blame ObamaCare!

“As Illinois’ Chief Fiscal and Accountability Officer, my Office is responsible for managing the state’s financial accounts as well as providing the public and the state’s elected leadership with objective and timely data concerning the state’s difficult fiscal condition. As you are quite aware, I have been very vocal regarding these issues and the budgetary impasse since assuming office six months ago; however we are now reaching a new phase of crisis.

 

Accordingly, I must communicate to you at this time the full extent of our dire fiscal straits and the potential disruptions that we face in addressing even our most critical core responsibilities going forward into the new fiscal year.  My Office has very serious concerns that, in the coming weeks, the State of Illinois will no longer be able to guarantee timely and predictable payments in a number of areas that we have to date managed (albeit with extreme difficulty) despite an unpaid bill backlog in excess of $15 billion and growing rapidly.

 

We are effectively hemorrhaging money as the state’s spending obligations have exceeded receipts by an average of over $600 million per month over the past year.

 

My cause for alarm is rooted in the increasing deficit spending combined with new and ongoing cash management demands stemming from decisions from state and federal courts, the latest being the class action lawsuit filed by advocates representing the Medicaid service population served by the state’s Managed Care Organizations (MCOs). As of June 15, the MCOs, and their provider networks, are owed a total of more than $2.8 billion in overdue bills at the Comptroller’s Office. There is no question that these obligations should be paid in a more timely manner and that the payment delays caused by the state’s financial condition negatively impact the state’s healthcare infrastructure. We are currently in court directed discussions to reach a workable and responsive payment schedule going forward, but any acceleration of the timing of those payments under the current circumstances will almost certainly affect the scheduling of other payments, regardless of other competing court orders and Illinois statutory mandates.

 

For the record, however, and as a message to the financial markets, please know that debt service payments will not be delayed or diminished going forward and I will use every statutory avenue or available resource to meet that commitment. It is a necessary pledge in order to attempt to avoid further damage to our already stressed credit ratings and to make possible the additional debt financing that we all know will be required to achieve some measure of stability going forward.

Ultimately it is the only way that we can preserve what remains of our ability to provide vital services to our state’s most at risk populations.

 

Currently, more than 90 percent of Illinois’ monthly spending is directed toward core functions of state government mandated by court orders, consent decrees, or state law including continuing appropriations. These include certain Medicaid programs, debt service, payroll, K-12 General State Aid and state pension contributions. With the inevitable cash management impact related to the outcome of the MCO lawsuit, this Office will soon be facing the prospect of deciding which court order or statutory mandate the state can accommodate. I hope we can all agree that this is more than an unprecedented situation; it is simply unacceptable.  

 

Even absent pressure from additional court orders, we still foresee unmanageable financial strains, beginning in July, that will severely limit any payments in core areas not under court mandate or consent decree that provide essential services to the state’s most vulnerable individuals, including but not limited to, long-term care, hospice, and community care and supportive living centers serving the senior community, and ambulatory and other critical medical supplies for the poor and disabled.        

 

In large part, through careful cash management and effective stewardship of the state’s General Revenue Fund, our Office has made every effort to triage this crisis in a way that has prioritized and enabled some hardship payments to the state’s most vulnerable citizens and the programs that serve them while still meeting core obligations. That ability will eventually cease.  

 

It is critical that the state’s fiscal situation be addressed immediately before the cash shortages this summer cause further deterioration. I am available to discuss this situation, and possible remedies, with you personally, as a group in a leaders meeting or individually at your earliest convenience.

 

In the meantime, I will be meeting and communicating with other public stakeholder groups to share these same warnings.

 

My closing message is simple: The state can no longer function without a responsible and complete budget without severely impacting our core obligations and decimating services to the state’s most in need citizens. We must put our fiscal house in order. It is already too late. Action is needed now.
