Cold War ‘Fake News’ Helicopter: UH-1H ‘Huey-Hind’

U.S. Army (USA) NTC (National Training Center), California, October 1987. USA photo by Sergeant First Class Carrasco.

Before the U.S. Army could get its hands on a real Mil 24 Hind-D, it had to ‘fake it’ using the old UH-1H (improved D model) Iroquois (Huey).  The Huey-Hind was also known as the JUH-1 Sokol (not to be confused with the JUH-1H SOTAS [Stand Off Target Acquisition System]).

The U.S. Army propagandists tried and tried to convince everybody that their OpFor (Opposing Forces) Huey looked like a Mi-24 Hind-D.

UH-1 Iroquois operations over Fort Irwin, California, began in 1980.  Most of the Hueys were used for their usual purpose, troop transport.  In December 2011, the last of the Hueys, including a former fake-news UH-1H Huey-Hind, were officially retired.  Less than a handful were transferred to the U.S. Air Force.

Cold War Battle Damage: THE HIND-END OF DESERT STORM

Cold War Boats: Moskva Class Submarine Hunters, stop calling them aircraft carriers!

Contrary to what ‘western’/NATO military analysts try to promulgate, the Moskva/Leningrad were not attempts at building an aircraft carrier (Even several recent U.S. publications still call them failed attempts at building aircraft carriers!), and they were not strictly helicopter carriers, they were dedicated anti-submarine ships that carried a lot of anti-submarine helicopters.  The official Soviet Navy designation was Protivolodochny Kreyser (Противолодочный Крейсер), which literally means (In English) anti-submarine cruiser. The primary mission was to protect Soviet ballistic submarines from U.S. Navy (USN) attack submarines.

During the Cold War, I bought these two books in order to learn about Soviet naval development.  One book was published in 1970 by the U.S. Naval Institute, the other was published in 1979 under the direction of ‘intelligence’ officials with the U.S. Department of the Navy.  The ‘expert’ western analysts of both books acknowledge that the official Soviet designation for the latest Soviet ships was anti-submarine cruiser, however, they both insist on comparing them to full blown U.S. aircraft carriers (a felicitous Apples-to-Oranges comparison), and as a result they declare the ships to be miserable failures. Supposedly, there was some kind of agreement that forbade the Soviets from building full-blown aircraft carriers, and western/NATO analysts truly believed Moscow and Leningrad were feeble attempts by the Soviets to get around that agreement. For some odd reason, this western belief that Moscow and Leningrad were attempted aircraft carriers persists, as I’ve seen U.S. Navy, and even Royal Navy, articles published as recently as 2016 still harping on how terrible the Moscow and Leningrad were at being aircraft carriers!

Moskva (Москва, Moscow) and Leningrad (Ленинград) were sub-hunters. Hidden below their waterline, on the bottom of their hulls, was a relatively small fixed hydroacoustic dome and a ridiculously large and extendable/retractable hydroacoustic dome, used for hunting submarines, and possibly the cause of the ships’ reportedly poor rough seas handling.  The electronics on these ships were the latest and greatest that the Soviet Union could produce at that time, however, by the time they entered service new U.S. submarine technology already rendered the Moskva Class outdated as sub-hunters.

The USN released this photo in November 1990. #841 was used on Moscow in 1970, and again for a very short time in early 1978. Another clue that the USN date is wrong is that there is no name applied to the side of the ship, names were applied after mid-1978.

According to Russian sources, Project 1123 was ordered in December 1958. Moscow officially beginning operations in April 1967, Leningrad began operations in June 1969. The hull numbers on the anti-sub ships changed over the decades, dozens of hull #s were applied.

Silent USN film of #857 Moscow, from 26-27AUG1969:

Mediterranean Sea, sometime in 1970, USN film showing rough seas handling of 841 Moscow. According to an internet source, 841 was first used on Moscow in 1970, yet the U.S. National Archives information for this USN film claims that ship 841 is Leningrad:

Mediterranean Sea, February 1972, silent USN film of 845 Leningrad putting on a show for the crew of the USS Springfield (GLC-7), and allowing the USN to get some close-up shots that kit builders will love:

Mediterranean Sea, February 1972, Kamov 25 (NATO reporting name ‘Hormone’) helicopters of 845 putting on a show for USS Springfield, returned by a USN Kaman SH-2 Sea Sprite flying around 845.  Internet sources say hull number 845 was used on Leningrad starting in the later half of 1969, changing over to 844 sometime in 1972:

Silent USN film of 845 refueling off the coast of Greece, February 1972:

Just days after the above USN films of Leningrad were made, Russian sources say that in March 1972 Leningrad helped with rescue efforts for the submarine K-19, which had caught fire off the coast of Newfoundland, Canada.  Moscow was used to test the Yak-36 VTOL jet in November 1972.  Both Moscow and Leningrad supported Egyptian operations against Israel from 1970 to early 1974.  From August to October 1974, Leningrad cleared anti-ship mines from the Gulf of Suez.

USN photo released in 1982. However, reportedly 847 was used on Moscow for a very short time only at the end of 1978, the hull # in 1982 was 106. Also, the name Москва is painted on the ship, prior to 1978 names were not painted on the ships.

A photo published in the U.S. Defense Intelligence Agency’s Soviet Military Power review, dated May 1985. It shows refueling operations in the Caribbean Sea. There is a name painted on the side of the ship. Russian sources say Leningrad was visiting Cuba in 1984.

Another USN photo with an incorrect date. The USN claims the photo was taken in September 1990! However, it is clearly part of the film from above dated 1972. You can see the USN Sea Sprite circling 845 Leningrad, which is in the film. Also, hull #845 was used from mid-1969 to mid-1972. There is no ship’s name painted on the hull, which would have been present in 1990, as you will see in the photos below.

A USN photo with the correct date, September 1981! Leningrad used hull #113 from mid-1981 to mid-1984.

109 Leningrad cruising the Mediterranean, Spring 1990. Hull # 109 was used from mid-1988 to mid-1990. Notice the feathered prop on the USN P-3 Orion. USN photo by Photographers Mate Third Class Stephen L. Batiz.

109 in The Med, Spring 1990, about one year before the collapse of the Soviet Union literally killed the Leningrad. The name Ленинград is applied. It looks as if the Leningrad has a fresh coat of paint. USN photo by Photographers Mate Third Class Stephen L. Batiz.

Leningrad was scheduled for major upgrades in 1991, but the economic collapse of the Soviet Union instead resulted in Leningrad being stricken from naval service, due to lack of money.

The last hull number for Leningrad was 702, there are photos on the inter-web showing a rusting 702, apparently moored in a Crimean port in 1995, just before being scrapped in Greece (according to the website). However, Russian sources say Leningrad was hauled to India, not Greece, for scrapping in August 1995

There are also photos showing a beached 702, apparently at a scrapping operation somewhere along the coast of the Indian Ocean (going by the way the people in the photo are dressed), one inter-web posting claims the photos were taken in August 2007 (And incorrectly says it is Moscow, the hull # is clearly 702.)!

The last hull # for Moscow was 108, it was stricken from naval service in November 1996, Russian sources say 108 Moscow was hauled from Crimea to India in May 1997 to be scrapped.  One website dates the photo of Moscow (going by the name on the hull) on the beach at Alang, India, as 1997.

By the early 2000s, the collective scrapping operation known as the Alang Ship Breaking Yard became the world’s largest ship recycling operation, and an environmental time bomb as a result.  Russia has sent many Soviet era ships to the graveyard of Alang.

I have not found any official information as to when or if the Russian navy has stopped using the Ka-25 (although it is obvious the Ka-25 has been replaced with the Ka-27, which is still in use).  It appears that the Ka-25s of Bulgaria, former Yugoslavia-Serbia, and Viet Nam, are now serving as ‘gate guards’.  India purchased at least seven ex-Soviet Ka-25s in the 1980s, apparently they are still in use.  Apparently, the Syrian navy also still operates the Ka-25?  Silly-vilian (civilian) versions are still in operation.

United States Ship Avenger (MCM-1) was the lead ship in a class of ‘mine sweepers’, the MCM stood for Mine Counter-Measure.  Built and launched at Sturgeon Bay, Wisconsin, construction began 03JUN1983, commissioned on 12SEP1987.

A total of 14 MCMs were built between the mid-1980s and mid-1990s. Apparently, as of 2021 there are still eight in operation; Chief, Devastator, Dexterous, Gladiator, Patriot, Pioneer, Sentry, and Warrior.

The Avenger class mine-sweepers are fiberglass-sheathed, wooden-hull ships, using sonar and video systems to identify mines, deploy a mine-detonating device to remotely explode mines, and can also conduct what is considered ‘conventional’ minesweeping activities.

USS Avenger was decommissioned on 30SEP2014.  It is now in Reserve status for the U.S. Pacific Fleet.

The U.S. Navy (USN) plans to replace the remaining MCMs with Littoral Combat Ships (LCS).  However, on 28MAY2021, the USN reported that President Biden’s 2022 budget request is complicating the LCS effort.

On 26JUL2021, the USN’s Mine Countermeasures Squadron-7 (based in Japan) reported they had conducted ‘intense availabilities’ (USN talk for major overhaul) on USS Warrior (MCM 10), USS Chief (MCM 14) and USS Pioneer (MCM 9), at a cost of “more than $31.4 million” (I’m assuming that is for all three ships, the report didn’t specify. If that is so that is way cheap compared to the cost of one new build ship.).  The overhaul of the three Avenger class ships included maintenance on the main reduction gears, diesel generators, diesel engines, and rudders. Additionally, the shafting was removed and re-insulated on all three platforms.

Mother of all Money Pits: Why is Biden increasing military operations in Northern Iraq?

An 11NOV2021 Kurdistan24 news report reveals that the United States, United Kingdom, Netherlands and Germany have created a Multinational Advisory Group separate from the usual coalition operations. This is an attempt to de-politicize the leadership of Peshmerga forces. There are different organizations within Kurdish society vying for power, and this is directly affecting Peshmerga forces’ cohesiveness in the fight against so called Islamic State.

On 10NOV2021, the U.S. military gave away yet more vehicles to Peshmerga forces at Erbil, Iraq.  At least 170 vehicles were given away.  U.S. Army video by Corporal Isaiah Scott:

Video report by Rudaw, 08NOV2021, explaining how small groups of so called Islamic State are scaring off Kurdish villagers in the area of Kirkuk, which is home to more than 20 oil fields:

On 06NOV2021, Kurdish news source Rudaw reports Iraqi army and Kurdish Peshmerga conducted their first ever joint operation against so called Islamic State, in Nineveh Province. The report also stated that U.S. forces were to end their combat ops by the end of 2021.

On 01NOV2021, the U.S. Army’s Task Force Spartan revealed that expansion work is being done on Erbil Air Base.  For about three months now, engineers with 806th Route Clearance Company, 111th Theater Engineer Brigade, have been improving gravel ‘parking lots’ with limestone:  “The limestone is a softer stone that will break up easier and in return ‘lock in’ to itself when packed down. This creates a solid surface that can still be packed down and have a smooth top layer that vehicles will not sink into and get stuck. At the same time, it allows for drainage through the limestone that does not create a muddy surface.”-Sergeant First Class Stephen Jones, NCO in command of the project

On 28OCT2021, retired Lieutenant General Daniel Bolger gave a presentation to the leadership of U.S. Army’s I-Corps (Joint Base Lewis-McChord, Washington) about why the U.S. lost the war in Afghanistan and Iraq. In 2014, Bolger published a book titled Why We Lost, which blamed inept military/political leaders.  So why now is he advising the leaders of I-Corp?

On 27OCT2021, the U.S. Army’s Sustainment Command conducted inspections of refueling points in Iraq.

A 25OCT2021 Kurdistan24 news report says U.S. advisors are pushing for the Iraqi army and Kurdish Peshmerga to create two joint brigades for the purpose of retaking territory recently lost to so called Islamic State.  Other news reports by Kurdish news media indicate that attacks have increased.

On 20OCT2021, the U.S. Army’s Medical Logistics Command revealed that a FRAM (Forward Repair Activity-Medical) team from California was deployed to Iraq at the end of September, to repair and return to ‘operability’ medical equipment at a ‘Role 2 hospital’ on Erbil Air Base, as well as a ‘Role 3 hospital’ at the Baghdad Diplomatic Support Center, for the specific purpose of “boosting overall readiness.”

On 11OCT2021, Task Force Spartan revealed that the 1022nd Engineer Company, 111th Theater Engineer Brigade, had engineers working on ‘vertical construction projects’ on Erbil Air Base.  This is because more U.S. and Coalition personnel are operating on the air base, and it was deemed that existing structures were not safe.

Also on 11OCT2021, the U.S. Air Force revealed it had deployed Joint Expeditionary Tasked/Individual Augmentees (JET/IA) to Al Asad Air Base, to support AC-130W Stinger-2 operations. The AC-130W is a USAF Special Operation Forces gunship: “We’ve been assigned to support the AC-130W and provide them with all their logistical needs…whether that be transportation, aerial port, anything like that.”-Master Sergeant Charles Willis, Special Operation Forces and Logistics

One of the JET/IA Airman (Senior Airman Autumn Rivas), deployed for the AC-10W ops, intimated that combat action had increased when he said “You know any attacks that happen here, I would say like the other day we had to stay up all night and work all day. It hasn’t been the easiest thing. We do what we need to do to get things done, work at different paces and stagger things when they need to be staggered.”

It is called Dual Status Commander (DSC), it is a relatively new position that gives a commanding officer control of both federal military forces and state National Guard!  At the ‘official’ beginning of the Pandemic in the United States, March 2020, the U.S. Department of Defense (DoD) had already appointed (Officially ‘at the request of state governors’.) multiple DSCs with several states. The most recent DSC appointment was in Idaho.

31MAR2020, U.S. Military Academy (West Point): THE MILITARY AND THE PANDEMIC: AN EXPLAINER OF THE NATIONAL GUARD’S ROLE IN THE COVID-19 RESPONSE

The DSC position combines Title 32 and Title 10 operations under one commander (What is Title 32 and Title 10?).  DSCs are Brigadier Generals or Colonels, and in most cases hold the office of a National Guard adjutant general.

The DoD has been toying with the idea of a DSC for more than a couple of decades. I know from my own experience that the federales have been slowly reigning in state controlled National Guard since the 1990s.

In 2003, the retiring Judge Advocate for the Idaho Army National Guard gave his last yearly legal briefing by explaining how state governors had been ‘bribed’ with “briefcases full of money” to sign over their right of control of their National Guard to the office of the President of the United States.  He stated that this ‘bribery’ began under the presidency of William Clinton. The rationalization was that the DoD planners were expecting significant events (aka “no-notice events”) to occur which would require rapid mobilization of Guard units, and the old system of having the President go through each state governor was too slow. In exchange for pre-authorizing federal mobilization of Guard personnel, the DoD would give a compliant state the latest and greatest military gear plus extra federal funding! So called ‘red conservative’ Idaho was one of the first states to sign-on.

Title 32 itself allows for a ‘cross over’ of state National Guard commanders and federal officers, with the consent of both the President and the relative state’s Governor.  Until 2011 this was only for what was called National Special Security Events.  The 2011 National Defense Authorization Act expanded the use of DSC to natural disasters.

In 2004, the first ever DSC was appointed in the state of Georgia, not because of a natural disaster but for the 30th G-8 Economic Summit at Sea Island, Georgia!  Correct, the first use of a DSC was to protect a bunch of rich yahoos while they decided how to get more money out of captive consumers.  The New Georgia Encyclopedia says “Security concerns were handled in a quiet manner, the Sea Island region received an economic boost, and Georgia was able to showcase one of its most attractive tourist destinations.” Just remember, you happy taxpayers paid for that National Special Security Event.

In February 2011, National Guard leaders from 13 states discussed the use of DSCs in response to “domestic incidents”.

03JUL2011, Public Record Media questions legality of DSCs, blames it on failed federal government response to Hurricane Katrina.

December 2012, twenty-two National Guard generals and colonels, representing 18 states and the District of Columbia, attended U.S. Army North’s DSC training course.

December 2015, an Air National Guard Special Operations Colonel becomes the first DSC for Pennsylvania.

During the 2017 Hurricane season, 25 DSCs were appointed, but only three employed Title 10 (federally activated) units.  The military think tank Rand Corporation studied the use of DSCs during the response to Hurricane Maria.  Essentially you can determine the true mission orientation of a military response by who has been made DSC, and by the size and configuration of the Headquarters unit.  The Achilles Heel of DSC controlled operations was revealed in the form of massive reliance on liaisons between all units involved in the disaster response. It turned out that during the response to Hurricane Maria that “demand for liaisons…exceeded the deployed capacity of the DCO/E [Defense Coordinating Officer and Element] and JFLCC [Joint Force Land Component Commander]“.  Another failing of the Hurricane Maria response is that the DSC was not given control of Title 10 units, essentially because it was believed that the DSC would not be able to adequately exercise C2 (Command and Control) over Title 10 units.

Rand Corporation pointed out that a major problem with using the DSC option during natural disasters was Command and Control (aka C2) of both Title 32 and Title 10 units. The review also discovered “potential gaps” in Defense Support of Civil Authorities (DSCA) training, contributing to “obvious gaps in providing the right information to individuals” creating a “knowledge erosion” during the Hurricane Maria response. The recommendations included increased use of smartphones for fast dissemination of information, and to make the DSCA beast larger through increased staffing and additional training events.

The Rand report also reviewed news media coverage of the Hurricane Maria response. They took reporting data from two rival national level news sources; CNN and Fox News.  While CNN issued more reports than Fox, the trend lines were complimentary, both rising days before the expected Hurricane strike, peaking during landfall and a few days afterwards, but then drastically declining from then on.  Rand also concluded that the best ‘bang for their buck’ that the military got for its Hurricane Maria response was with local Puerto Rican news media. I can attest to this having been a TV News Producer from 1993 to 2001, working in television markets that had large pro-military audiences, and because I was a member of the California Army National Guard and then later the Idaho Army National Guard.  My 6pm and 10pm news casts, at all three stations I worked at in my short career, became number one rated precisely because I understood the military and ‘the locals’ (believe it or not that was one major reason why I got into TV news producing), and could present news regarding the military in a way the locals/taxpayers could understand (My career ended due to political differences between me and the new owner of the TV station I worked at, after Al Gore conceded the election to George W. Bush. I told the new owner that “All politicians are suspect, it doesn’t mater which political party they belong to.” It turns out he didn’t like that philosophy.). Anyway, the Rand study also pointed out that more than half of national respondents to surveys stated the government wasn’t doing enough, I noticed this coincides with the decreased reporting of the national level news broadcasters (In the minds of national level TV viewers decreased news reports of a national ongoing event means nothing is being done.).  I was covering the Hurricane Maria response on BlindBatNews and it was a massive effort (You can review the reports starting with Maria: ARMY RESERVE RESPONDE AL LLAMADO DE AYUDA EN PUERTO RICO!). It was also one of the first involving the use of a DSC. The Rand review implied that the military needs to be more involved with getting, and controlling, the national level news media during DSCA events.

Think about what the Rand report concluded and how the military is now using DSCs in a nationwide response to the so called Pandemic.

“It is going to be up to the taxpayer, if they receive a 1099 in any form for a nontaxable event, such as splitting rent among roommates, splitting a dinner bill, or even selling something on eBay for less than you paid for it, to explain to the IRS that the 1099 was received for a non-taxable transaction.”-Mark Luscombe, Wolters Kluwer Tax & Accounting

This has nothing to do with the infrastructure debt financing plan just passed by the U.S. Congress, it is a sneaky part of the March 2021 COVID-19 Stimulus Package (aka American Rescue Plan Act, aka ARPA [not to be confused with DARPA’s original acronym]). Starting 01JAN2022, every time anybody uses an electronic payment processor to make a transaction of $600 or more (this includes $600 transaction for one item, or a single transaction for multiple items totaling $600 or more), the Internal Revenue Service (IRS) gets notified with one or more 1099 forms.

To make things more confusing, there are different types of 1099 forms and according to an accountant, interviewed by CNN, the IRS could get two different types of 1099s for the same transaction because the ‘language’ in ARPA makes it sound like both 1099-K and 1099-MISC (miscellaneous) will be filled: “Again, the taxpayer will have to explain to the IRS that the two 1099s are for the same transaction.”-Mark Luscombe, Wolters Kluwer Tax & Accounting

Each payment processor will be forced to create its own way of reporting the transactions, and even create a way to identify the type of transaction, to the IRS.  Government officials, like Janet Yellen, say this is all about catching tax evaders and if your transaction is legitimate then you have nothing to worry about, yet it is 100% on you to prove to the IRS that the transaction is a legitimate non-taxable transaction or you could be taxed on it!

“When Congress passed the American Rescue Plan Act in March, it made a little-noticed change in the tax reporting rules that will make it almost impossible for independent contractors and other businesses to hide their income from the IRS by receiving electronic payments.”-Bradford Tax Institute, explaining the justification of the ARPA, yet failing to point out that ARPA does not differentiate from a contractor and somebody paying their rent. Bradford says that Congress allowed that rent payments can be excluded, but as I wrote above, the burden of making that determination is on the payment processor.

“The American Rescue Plan Act of 2021 (the Act) significantly modifies the reporting threshold …..from $20,000 in aggregate payments and 200 transactions to solely a threshold of $600 in aggregate payments (with no minimum transaction requirement).”-PricewaterhouseCoopers (PwC), the second-largest global professional services network.

All my adult children use electronic payment processors, they do not use banks, this means every time they pay their outrageous monthly rents (they live in an area that has lead the U.S. in skyrocketing housing costs) the IRS might be notified, and then they’ll have to explain to the IRS what it was for!

Since September, the Federal Emergency Management Agency (FEMA) has ordered the deployment of Department of Defense (DoD) medical teams to FEMA Regions 4, 6, 8 and 10 of the United States.

On 02NOV2021, it was revealed that FEMA deployed federal military healthcare workers to Utah (FEMA Region 8).  According to the report, it is to assist in the use of monoclonal antibody treatments (something the main stream U.S. news media doesn’t like acknowledging). In fact, the military revealed that the personnel being deployed are a first time ever ‘monoclonal antibody infusion team’:  “These fifteen military medical personnel, who comprise the first monoclonal antibody infusion team the Department of Defense has deployed, join approximately ten thousand others who have supported the whole-of-government response to the COVID-19 pandemic since March 2020.”-Lieutenant General John R. Evans Junior, U.S. Army North

It was also revealed that Utah hospitals have been using the monoclonal treatment for almost a year now.

In Louisiana, Pandemic case numbers dropped low enough that the U.S. Air Force ended its deployment of medical personnel, 26OCT2021. U.S. Army photo by Specialist Richard Barnes.

By the middle of October, U.S. Army North medical teams deployed to Washington state (FEMA Region 10), officially at the request of Washington’s gov’na.  For months the leftist-liberal gov’na has blamed Washington’s hospital crisis on rightist-conservative Idaho, however a recent local news report pointed out that Washington’s hospitals have been dealing with an increasing staffing shortage since the beginning of the Pandemic!  Healthcare workers in Washington are now mandated to be vaccinated, and that has actually made the lack of staffing worse.  It might be that the gov’na’s request for federal military healthcare personnel is because all DoD personnel are mandated to be vaccinated.

23SEP2021, video interview with Idaho nurses who quit because of hospital Pandemic mandates, they warn the mandates are actually making staffing problems worse:

On 07SEP2021, U.S. Army North revealed that FEMA ordered the deployment of medical teams to Idaho (FEMA Region 10), as well as to the Southern states of Alabama (FEMA Region 4), and Arkansas and Tennessee (FEMA Region 6).  This was the result of Idaho’s so called conservative gov’na begging for federal help in August.  The true reason for the gov’na’s plea for help is not overwhelming numbers of Pandemic cases, but lack of healthcare workers, so much so that in August the Idaho Hospital Association begged for relaxation of licensing rules to allow retired nurses and doctors to come back to work!  In December 2020, it was revealed that Idaho has been dealing with a lack of healthcare workers since at least 2018: “…in fact, across the country, around the world, there are shortages of nurses … even before the pandemic. … That’s the thing that limits the capacity, is the caregivers.”-Doctor John Miller, Idaho Falls Community Hospital

Another news report, from 2019, stated that Idaho’s nursing shortage will last until 2025 (based on 2018 data)!

On 02NOV2021, just days before the Idaho based 116th Cavalry Brigade deployed for Kuwait, the Idaho Army National Guard teamed up with the City of Boise Fire Department to conduct swift water rescue training (specifically; hoisting victims out of the water), without water (Idaho has been in a long drought you know) for the first time!

It’s called the Nuclear Infrastructure, Assessment and Characterization Course, and is taught mainly on the INL’s Idaho Falls campus.  This is, according to the U.S. Army, part of twice a year training of anti-nuclear units, this being the seventh time since 2018.

U.S. units are called Nuclear Disablement Teams (NDT), the RoK units are called Nuclear Characterization Teams (NCT), they have slightly different missions.
