Rabies is caused by a type of Lyssavirus and is spread through scratches, bites and even exposure to saliva. Infected animals, including humans, can spread rabies even before symptoms occur.

However, the guy is barking like a dog which is not a symptom of rabies, more like a mental problem (it should be noted that in 2016 the news media in Namibia reported dog barking as a sign of human rabies):

In Wellington County, Ontario, rabies baiting is being conducted. What I find interesting is that local news media is reporting that rabies baits are not harmful to humans or pets, yet the official Ministry of Natural Resources and Forestry photo of the bait has a warning that says “Do Not Eat, live virus”! That is interesting because that’s how rabies baits work, they are supposed to be eaten.

In February 2022, the U.S. Air Force (USAF) injected Air Commando personnel on Hurlburt Field, Florida, with rabies vaccine. There was no explanation why Air Commandos were being vaccinated for rabies, other than the USAF needed their personnel to be “medically ready” for deployment. The U.S. Centers for Disease Control and Prevention (aka CDC) recommends people get vaccinated if they are at high risk of getting rabies, meaning they work with animals that are known to be infected, like raccoons, bats, etc.
