However, the Obama regime has decided to let Congress have its say. As a result the regimes of France and Japan said they will wait for the U.S. Congress as well.
The President of France, neo-imperialist Francois Hollande, can also order military strikes without parliamentary approval, but has decided to wait for the U.S. Congress decision.
