A U.S. soldier attending a BNCO (pronounced b-knock, Basic Non-Commissioned Officer) school at Camp Jackson, in Korea, was found dead by Korean civilians, near the edge of the small U.S. Army post. Is it connected to the JUPITR ATD program based out of Osan?
U.S. Forces Korea says they do not know, as of yet, why the soldier died.
According to the Joint Program Executive Office for Biological Defense, the main operators of JUPITR ATD are USAF 51st Medical Support Squadron at Osan Air Force Base, the U.S. Army 65th Medical Brigade at Yongsan (in Seoul), and several new labs used by the United States Army Public Health Command (USAPHC).
The U.S. Army’s Camp Jackson is located on the north side of Seoul, opposite Yongsan. The USAF base at Osan has been identified as one of the recipients of “mistakenly” shipped live anthrax.
In 2014, USAPHC revealed “….the Joint United States Forces Korea Portal and Integrated Threat Recognition, known as JUPITR, and the Global Biosurveillance Technology Initiative…….The need for biosurveillance and diagnostic laboratory capabilities in the Korean peninsula led to this partnership.”-then Major Michael Desena, USAPHC
My research shows that the U.S. Department of Defense is convinced that Republic of Korea, and the U.S. forces based there, need a new joint biological weapons detection program, thus JUPITR ATD. So far, I’ve yet to find an explanation why U.S. military administrators are convinced south Korea is the most likely, or most vulnerable place for biological warfare.

The primary biological agent used in JUPITR ATD is anthrax, live anthrax. The new detection equipment cannot be properly tested using dead anthrax.
JUPITR ATD also considers the use of mosquitoes as viable vectors for biological warfare. Now read these statements made by USAPHC personnel, based in the United States, in July 2014 regarding a disease called Chikungunya: “Surveillance of any disease vectors involves cooperation across the military public health system. The entomological sciences and laboratory programs detect infected mosquitoes, while the Disease Epidemiology Program monitors human outbreaks and case reports in our Army population.”-then Lieutenant Colonel Laura Pacha
“Army preventive medicine personnel are aware of the disease, and USAPHC experts are working with our colleagues in the Department of Defense to provide additional awareness and training and to put reporting mechanisms in place.”-John Ambrose, USAPHC silly-vilian
“If an infected person is bitten by a mosquito, that mosquito may spread the virus by biting another person. Installation preventive medicine personnel collect mosquitoes from traps and then send them to USAPHC laboratories where they can be identified, prepared and tested.”-Captain Heather Ferguson
If readers still have doubts about JUPITR ATD, please go to the official National Defense Industrial Association website that released “unclassified” info about the program, back in March 2013. Since then JUPITR ATD has expanded across the World, through the United States, Australia, United Kingdom and now includes USAFRICOM in west Africa.
The latest news about the “mistaken” shipments of live anthrax from Dugway, in Utah, show that the U.S. Army has been shipping out live biological warfare agents for at least ten years (as I’ve written about in earlier posts), long before the JUPITR ATD program officially began. The official explanation is that the Army post that has been dealing with biological weapons for decades suddenly lacks effective and standardized procedures! Can you say Bull-Shit?
